Even the most basic 3D engine should be able to switch from Orthogonal to Perspective viewing. It is like drawing triangles, every 3D engine has a method for it. Looking at the 3D fish demo on their site, Papervision is absolutely capable of a game like that.

This game reminds me of the old PS1 game Tomba. Well, to a limited extent anyway.
