If I had been the person working there, would've told the guys that I would accept the pennies(run it through the bank for cash) and allow them to go, with the information that if the payment was so much as a penny short, they would of course be slapped with a 50.00 late fee. Wouldn't work. If they paid for the vehicle to be released and they receive their vehicle and leave.. if they were even 1 penny short... oh well, you already let them go.

Can't charge extra anything once the release form is signed. If the money was ran before the release form was signed.. still couldn't slap them with any fee either. They'd have to make up the difference or they don't get their vehicle.
Due to the fact that is legal tender being a penny short is....a penny short. By law they are not allowed to charge or fine more just because they were off.

If they paid by check and it bounced they could. But not cash.

When I was in High School I worked at this little shitty restaurant as a waiter. One night a group of drunk assholes came in and paid for their meal all in pennies trying to be smart asses like that guy. I tried to make them wait there for over an hour while I very, very slowly counted them all out one by one by one by one. After about 20 minutes one of the guys got mad and tried to leave. Cops were there in no time and said they had to wait while I counted them out to make sure I wasn't getting ripped off.

45 minutes later I was done, the bars were closed and they were allowed to leave.
