I had this roommate not long ago. She was borderline retarded. She used to create analogies with extreme conditions to prove her point. She usually missed the point entirely because she was so dumb.

No one here is saying he was in the right kicking the dude in the face. We're just expressing our lack empathy for the man because no one can mistake his actions as accidental.

Part of police academy is to control your emotions and not acting on first instinct. Your life and others' lives may have been endangered, but police officers are trained to prepare for and deal with these situations; there's no excuse for kicking a defenseless person in the face, despite how much our primal selves may scream that they deserve it.

If your brakes failed, you wouldn't be intentionally driving down the wrong side of the road while the police chased you for a few minutes. If for some reason you were because it was unavoidable, you wouldn't get out of the car and flee the scene when it was over. I doubt the cop would kick the idiot if he just stayed by/in his car. It's not right for the cop to do that, but I don't have a problem with it in this particular situation. The guy's punishment won't be nearly severe enough considering the fact that he could have easily killed people.
