Perhaps, it's been a while since I saw the show. Though I thought the 2 looked different.

Could also be the fact I'm seeing this guy's muscles in a tiny little gif whereas I saw the other on a large tv.

The hugeness isn't even really due to steroids, it's due to injecting Synthol, which is basically filling your muscles up with a slowly decomplosing oil. That's what gives it the completely unnatural shape. Pretty retarded if I must say so
