(Cue TMI response from a physics nerd) To expound upon what you said, lightning actually propagates downward at a fairly slow pace compared to the speed of light. Lightning follows electric field lines because it is a plasma (full of charged particles), and it can "sense" where good conducting objects are because these objects will warp electric fields close to them. Lightning rods work because they are grounded but lie very high up and locally squash electric field lines to be very close together making them very attractive to lightning.

Anyway, salt water acts like a lightning rod because it is highly conducting (about 3x moreso than land), so it's no surprise that, far enough away from a lightning rod, that water strikes happen.
