You can be both a theist and an agnostic. You can also be both an atheist and an agnostic. You can also be just a theist or just an atheist, but you cannot be just an agnostic. Remember, atheism is not a positive belief, it is a negative. It is the lack of a belief. Unless you can say with conviction, "Yes, I believe in a god or gods," you are an atheist. Children who haven't yet been exposed to the idea of god are atheists. People in isolated cultures who might never have been exposed to the idea of a god are atheists. Fetuses are atheists, etc. This reflects the fact that many, although certainly not all, atheists are that way because of a generally scientific mindest. They recognize that there's really not evidence for the existence of any god. They haven't necessarily made an arbitrary decision that god doesn't exist, they just see absolutely no evidence to believe in one and view it as the burden of the theist to provide that evidence to justify his/her beliefs. This is in keeping with the common scientific idea of logical positivism, which acknowledges that fundamentally we can't really "know" anything with complete certainty, all we can do is use various ideas to construct mathematical models of the universe and see how well thay enable us to predict things. "God" in any form doesn't allow us to do that. Things like The Theory of Relativity or Quantum Mechanics do. Some atheists certainly do go around saying that "there is no god" but what they really mean (and probably would be better off saying) is that there's no evidence of one and all available data makes the existence of one appear extremely unlikely.
