No, he believes he serves a higher law/justice, and follows it to a fucking fault. Go rereard the comics ass, aside from him ignoring the illegality of superheroes, he's an encyclopedia of the most random and pointless laws, yet is constantly throwing them at other people and threatening to do something about them.
