That guy is the last boss of an instance that takes about 15 mins to clear at 80 (it's a level 60 instance). The sword is about a 0.1% droprate and the mount is about a 1% droprate.

The mount is a 1% drop, the blade is a 1% drop, and since the characters got the achievement [Stratholme], this was their first time doing this dungeon, and they got both 1% rare drops in the same loot.
