the best explanation could be that he wanted to ferry those modules in his raven for whatever reason, had his cargo hold crammed up and no other choice then to fit the other modules
but if he fought with that setup, no clue

Depends on your character and point distribution (which speeds up some training skills). If you want within a few days your first cruiser will be enough to tack or ecw on the front lines. Most pilots start off in inty's or tank boats. I recommend Inty's as the speed will give you enough leeway to escape mistakes and learn how to target select / assist. It's akin to how WoW started you off with the primary spells, then as you leveled the game built on the basic concepts. The two in EvE are tanking or avoiding. Learning to avoid will benifit you more in the long term.

In general however, shield tankers are gimped as all ECW and pvp gear also takes up med. slots.

You can get them from agent offers from Serpentis agents in 0.0 as well.

How long from starting the game before a player can get into pvp action with a reasonable chance of surviving fights?

I joined a pvp corp when I was still in my free trial, actually the corp had just formed an alliance with some other corps a few weeks before I joined and was basically just setting up and establishing itself.

We were wardec'd by Mercenary Coalition about a month after the Alliance formed, I was pewpewing dudes from FRICK (more often than not getting station camped by said dudes) the day after I upgraded from my 14-day trial. Even managed to gang up in some frigates and a couple of cruisers and take out an interceptor pilot! this was at 300k sp (back when the asian themed characters could start with stuff like Gunnery V).

Basically you need to ask yourself what "reasonable chance of surviving fights" means. All ships have a place and situations where they shine, its up to you manufacture those situations.

Seems you might be in Ka-tet/Rampage Enternal, why is it you guys always have a couple of corpies running around solo with haulers full of zydrine....say through N-rael with 11 hostiles on the gate..and a bubble? This has happened more than once, and I cant say that about anyone else.

Of course my alliance is particularly special for its ability to be raided by about anyone successfully time and time and time again...because people seem to have an allergy to paying attention, and I've never seen anyone so bad at it, so every alliance has its "quirks"

Also interesting is "bad raven pilot" somehow did enough damage with that awful fitting to get 2nd damage on this killmail, or maybe they're all that badly fitted.
