Generally trans-Atlantic internet traffic mostly still goes through cables laid across the ocean floor, which is a fairly large pain in the ass. There are not a huge amount of these cables in existence; I think this list is exhaustive. So it's reasonable that a fault in one could create some regional problems.

Thats kinda what I suspected. Which is why I was wondering if anyone else on this board is playing from within New York specifically.

I'm in NY, and have had no real problems. Login might take a bit longer than usual, but everything else is fine.

AFAIK, different ISPs who deal with transatlantic communication lease different links specifically, so it might be an ISP-specific regional problem even. That, and a "faulty router" might mean anything. Maybe it has a software bug that suddenly makes it unable to route packets from IP addresses that match your last three digits, who knows.

Using Charter Communications by any chance Vorph?

That would certainly make the most sense, as it would explain why i'm unable to connect from the same general area (NY) as others who can. In any event, i'm hopeful the replacement router resolves it.

Time Warner, but they use Level 3 for trans-atlantic traffic too.

Considering satellites and such I would imagine there are many links.
The internet and most other trans-continental communications are not done through satellites but undersea cables. Too much delay on satellites.

LOL.... the real bitch of all this is, I can see my characters, and the status of TQ through EveMon. I just can't connect through the client. Spent over 90 minutes on the phone with my ISP's tech support, who assures me that the problem isn't on my end. And I haven't heard a peep from CCP's tech support since Friday, although my petition is still open. I think they're just hoping tomorrows extended downtime resolves the problem.

Is it odd that I can connect through EveMon but not the client? Isn't it the same route? Or does EveMon use a different route to get to my character info?

Ahh... I see. Thanks for the info. At this point, i'm just exploring every avenue I can before I call my credit card company. It really sucks, because i'd rather just resolve this and get back into the game. But i'm not going to pay for something I can't use.

Question on research agents (if anyone knows)

I can find two level IV research agents, base quality 0, 0, and 8. is it worth going to the extra effort to get the quality 8 over the 0?

Is it worth doing the one mission a day due to the distance away the level IV agents are?(if it ends up such that the agent is around 23 jumps from the place i hang out)

Don't understand the question exactly. Doing the missions when they give them effectively doubles your rp total for that day that they would normally generate. Whether that's worth the 23 jumps is up to you (I only do the missions when I go to collect datacores, myself).

If you're asking whether qua 8 versus qua 0 matters a lot, dunno the exact math. I'd vote for you just to keep training the Research Project Management skill and use both agents

yea, iv'e been heavily mathing it up. if you were super riced out for research, you could theoreticaly pull in 2370.06 research points (most likely less, raw estimation) or 47 data cores per day.

Does effective agent quality rise as you do their missions or grind their faction? or does just negotiation effect that?

Your standing--highest of agent/corp/faction I believe--is added to the quality while calculating effective quality (so connections is taken into account too).
