Mainly because that's the date Vivendi has announced to their stockholders (etc). You know, just like Vivendi told their shareholders that WoW itself would launch in November '04 way before the game itself was in NDA-less beta. Whether it'll be ready in November is an entirely different matter.

The game could make you crash 8 out of 10 times you load it up and not only will people still buy it, not only will the subs go up, but you will love it. Personally I soil myself thinking about the possibilities of the hunter trees, and I'd much rather they release it in November where almost none of the content is complete outside of the stuff you get day 1 (access to 70, new skills, new talents, etc) than wait until March and release a beacon of perfection. For the top 0.2% of the gamers who will even be ready for TBC instances in late december, it might be a slight letdown, but for the rest of us who are basically buying a level, talent, and skill upgrade with the eventual promise of new content, we welcome the late November release.

+49 Internets | Whatever changes they make to hunters, Mak will complain that (insert class here) needs to be nerfed because he can't kill them %100 of the time in 1v1 combat. In anycase, TBC will probably go gold roughly 2-3 weeks before retail launch I imagine. I can all but guarantee a hefty patch will be required for download when it's released.

I could be wrong, but if Vivendi does somehow manage to force Blizzard to get this out in November, it's going to be a lot more incomplete than people seem to think.

+49 Internets | I'm sure they've given the 70 stuff an internal pass. What you mean is it has as of yet not been given a pass by the non-paid testers.

The repair costs are stupid out of hand. Consumable costs are ridiculous as well, though they are easier to justify because these costs are optional and generally affect less people, less often.
