So...do we get an explanation on why Blizzard thought crippling the Horde in PvE was a good idea, and what changed their mind in less than 24 hours of testing?

Probably a simple case of 'know not what they do'.

Some guy said to himself 'hay guyz, sword spec doesn't proc off itself or off specials, so why does windfury?'

Dev says "good point, lets "bring it in line".

No other thought is given to it and the discussion moves on to other things, like adding a in-game holiday for Labor Day.

My guess is that it was never really intended as a "balance change" and was just a bug fix that's probably been outstanding for ages sort of like the inspection range thing or the "fix" to sword spec.

Unfixing the fix was probably as much or more about tossing out a bone as it was about any kind of balance review.

I'm pretty sure thier intent wasn't to cripple Horde per se but instead to address a cheesy tactic that 2hd fury warriors can use to generate higher DPS than Blizzard feels they should be doing.

That's bullshit. The discovering of inspection mods with no range was probably the greatest thing ever, and now they go back and nerf it so I have to burrow into people's assholes to inspect them. It's dumb and definitely isn't immersive.
