There isn't really a huge mystery behind Mayong Mistmoore. He was apparently a Teir'dal (or possible Feir'dal corrupted by vampirism) lord who became a vampire millenia ago and spread his domination over the Lesser Faydark, gathering agents and spies and operatives. With his enormous wealth, he was able to hire his own personnal army and bent them under his will by turning them into vampires, werewolves and other creatures like that.

Then he dabbed into Necromancy and other experimentations (mostly based on Atrebe Sathir's works, which is why he spies on Karnor's Castle a lot with his Drachnids, one of his first successful experiments).

The Mistmoore Catacombs became the dwellings of most of his army of vampires and werewolves, and eventually as Mayong did not reappear from one of his many travels in search of ancient artefacts of powers, factions arose from the armies, such as the Trueborn, the Progeny or the werewolves clans.

By now Mayong has most likely followed the path of Zebuxoruk and understood the Cypher of Divine Language, reaching godhood or at least divine powers and moving onto more interesting pastures, and has all but abandonned his life as a vampire of Norrath, and has abandonned his minions with it.
