What is the role of a shaman at higher levels?

They don't seem to be able to handl healing in higher instances, nor tank well enough. Do they have a main role in raids and instances or are they relegated to "just" a support / utility / DPS.

Who the fuck said that? Since when does "not master at every possible role" equal "shitty"? You can offtank, "blast" heal (i.e. help priests heal), do pretty god damn good melee damage, totems.

Who said anything about shitty?

In EQ Jack of all Trades was usually a code for "somewhat shitty".

PS - WoW != EQ not that I can even think of a case in EQ1 where a jack of all trades class sucked, but anyhow... usually was lack of diversity that made them suck

The shaman in our usual group basically amplifies the group mainly through dps. He is pretty good dps himself (better than me to put it in perspective) but windfury on rogue and myself and himself and + agi totem and he can heal and off tank and also res when the priest bites the dust.

I think id leave "shitty" out of it.

Don't expect this game to stack up likea bunch of LEGO's like EQ did. The only class I really see being pigeonholed right now are warriors and maybe priests. Jack of all trades is also a pretty stupid way to describe shaman. I find it pretty inaccurate. Shaman are shaman. However. listed above is what I usually see out of my friend shaman.
