Fix the dam coldain velium temper vendor

Edit his data file to charge the right amount for the tempers and put them back on the dude in thurg.

It cant be that hard, cause it used to work, someone screwed with it and oops it broke.

According to posts on EQ Traders, this is back on Test.

Hopefully it will be in the next patch.
