People don't have knowledge "in" things, such as languages, we have knowledge "of" them. You've misapplied your preposition.

Also, the phrasing was choppy in rhythm: in an attempt to sound official you come across as desperate.

And as a sidenote, your use of "whom" is merely a solecism in modern English; it's better to abstain from "whom" altogether if you are not willing to master the prescriptive rules: "who" will suffice.

You ought to use "who" as the subjective form, and "whom" as a direct or inderect object. Myself is not an indirect object, however "him/her/them" is, for instance.

They who use whom incorrectly succeed in sounding as a dickface might.
