Need help recalling the name of a movie...

I watched a movie a few years back, was supposed to be a "reality-show". It was filmed like one, had people acting like one, but it was obviously fake. It was a full length movie about a game show where the contestants hunted eachother.

All I remember really about it was a scene in a mall at night where an old woman with a sniper rifle was shooting at a few other contestants. They had cards that would let them go anywhere in the city and do anything they wanted.

Anyone seen the movie/remember what it was called? All I remember was an 8 or 9 in the title.
