(I searched this site for "23 billion" but couldn't find anything)
According to this link:=

Might be an over-exaggeration as some other sites have lesser figures. But besides that, the link claims a gag order on any discussion of the allegations. How is that possible, I thought the constitution in America allowed for free speech (I am not American btw).

I wonder if they track how much cash is given to soldiers?

I have a couple marine friends who were handed $5k cash here, $1k cash there and told to shut up about certain things they did or saw while on tour.

Or they're guilty of fraud/extortion and are lying to seem cool. We had a couple guys in my unit get court-martialed for it (although I'm pretty sure they weren't dumb enough to say anything).

Well, I believe it. The government personally paid me fifteen grand so that I would keep quiet about George Bush's monthly visits to my Arkansas midget brothel emporium. Five thousand would probably cover something less important, like murdering a nuclear scientist who was about to go to the press about the new breed of superhuman psionics they're working on under the Mediterranean.
