Video card difference

I am in the market for a new card but am on a budget.
The first one here is $100 less and the specs look pretty close to the second. My question is what is the biggest difference between these 2 cards and how much of a difference do the different specs of these 2 video cards make ?

Ones an x1600 and ones an x1900, there's a big performance difference. Have a look at the 7600GT's for budget also.
