Vista and Display stand-by

My monitors (both Samsung LCDs) never enter stand-by mode, but instead just display a black screensaver. I made sure the settings are right: no screensaver, 'turn off the display' in the power options set to 5 minutes.

The problem is that a black screensaver still gives off light and it uses more energy than stand-by mode.

Anyone else have that problem? Is it a known issue? Worked just fine in XP... but Vista is great otherwise and it's not annoying me enough to switch back. I can just turn off the displays, but it's more convenient if I can turn them back on just by moving the mouse.
