Proxy Servers

Are there any professional proxy servers that I can pay for, preferably in a foreign country? Public ones are slow and unreliable. Alternatively, are there any decent public ones that you know of?

My internet was suspended for copyright infringement. And before you say it, I was running Peer Guardian 2. I'd just like to be able to file share without worrying about it, so much so that I'm willing to pay for the service.
