Website Layout

Is there a program for deciding on a website layout that is easier to work with than something like Kompozer? It doesn't matter if the site is functional, only what it looks like.

let met get this straight. You want to know if there is a program out there to help you just layout a website not create mark up right? If a mock up with no HTML functionality is all you want to do you can just use Photoshop. It's common practice to make a comp in PS and hand it over to a coder/devolper to make into a website. PS is made with this in mind.

I concur. Corporate UX designers that I know simply use PS with it's infinite layers to lay the design out.
