Updating Cygwin?

I need to update Cygwin's gettext library to 0.16.1, they haven't updated it in a while I guess. I found directions

ncftpget ftp://ftp.gnu.org/pub/gnu/gettext/gettext-0.16.1.tar.gz
tar xvzf gettext-0.16.1.tar.gz
cd gettext-0.16.1
configure ## --prefix=/usr if you feel lucky
make
make install

Configure line is confusing to me. I do ./configure but I'm not sure what the ## are for. It works though. Then I do Make and Make Install but it hasn't updated and the very end lines of each say they had recursive errors.

Maybe I'm missing a dependency or something?

That's what I did, without the ##, but I was wondering if I was missing something since it wasn't working. Guess not.
