Good place for free stock images?

So I'm creating a sample home page for my boss and I need an image of some city lights. Big question is: where can I get an image like that for free, and not have to worry about copyright issues?

Searching google comes up with a million different sites that want me to pay for images. F that!

terminology assplosion.

No such thing as "Free" stock anything. You're looking for "Public Domain" images. Should have much easier time googling whilst using that term instead.
