Depending on your training plan, thats easily achievable in 2-3 months. If you run the base learning skills to 4, then the advanced learning skills to 4, you can cap off the base skills in order of importance pretty quickly. If you're a gunnery toon, start at the bottom and move up through the specs to access T2 guns and advanced ammos. If you're having fun doing what you are now, stick with it until you're proficient with cruisers/battlecruisers, then start corp shopping. I've taken 2-3 mil alts into 0.0, and have had no real problem with using them in small roving gangs, or even on defense ops.
How well you do depends on the FCs you regularly fly with knowing how best to utilise your somewhat limited abilities. As long as they aren't arrogant shitheads and actually give a shit about keeping you alive, you'll be just fine. It can be tough finding that sweet spot at first, so just be patient and understand that it might take some time to find just the right corp.
