Windy clouds were fixed right around xmas and are spawning just fine again.
I picked up 5 primals in a half hour as a short detour while flying back to Shatt to hand in my cooking quest last night (at 4:30am, thanks insomnia). I have over 50 in my bank because you can only sell so many while still getting a decent (24-25g) price for them. Obviously you need an epic mount and goggles for this, and if you try to do it for more than an hour or so the spawn seems to slow way down and it's best to give up. I'm pretty sure I've done enough farming that I have every one of the possible nodes recorded in Cartographer and I use Cartographer Routes to fly the optimal path around the zone. The ones up in the air are frustrating for sure, but there's still at least 40-50 spots (+/-20 yards since they move) that work just fine.
