Because it's not entertaining. I can repeat the same quest 20 times and still enjoy it (I've done stv masteries at least 10 times for sure) but grinding or even worse .. knowing I HAVE to grind is the pain. Being 2/3 through 47 with an empty quest log and looking at your world map for 5 minutes trying to think of quest hub pre-50 and failing is just saddening.
It's not difficult. It's not even particularly time-consuming. It's just a pain.
