Pretty much, although the low charisma will make it irritating if you want to train skills for trading, corporation management, fleet buffs, or NPC mission running.

No, not really. All the races have lots of good PvP ships. The lousy ones generally get rebalanced once people start griping.

Your starting skills are pretty well-rounded. If you want to run missions, you'll have an easy time of it right away. It's just a few weeks worth of skills at the most though so starting skills are no big deal.

If you wanted to try another race's frigates right away, your gunnery skills would suit Gallente ships well too.
