That's just not true. The BGs are just supposed to be a premise in which players compete. If they are constant that's a stagnation and lack of ingenuity on the players side, not the developers. BGs have changed a lot since when they first came out. Not in the objectives, but in tactics and class roles.
Are BGs the best outlet for PvP content? No. They are often boring and too restricting to really have fun with tactics. Are they horrible? No. Better than fucking killing dragons. At least I get some new experience every time.
