The AFK reporting system introduced did nothing. It's actually helped botters. Previously if you were botting and having the bot auto queue while you were away from your computer you were always at risk of being banned. Someone would eventually report you and a GM would come checking. With the introduction of the player report feature and the debuffs, no one petitions GMs anymore. They just click the context menu and be done with it. This has allowed botters to run bots 24/7 with 0 risk of being banned. They get slightly less honor, but it's offset by them being able to run the bot overnight.

WoW has become like UO really in how easy it is to get caught up. Instead of macroing skills, you're macroing honor, and in a few weeks, you're going to be in full S1 epics, with the battlemaster's trinket and all the accessories. I'm not sure if it's that bad of a thing.

Oh and to get rid of the inactive debuff you can't just run into a pack of players, die and have it removed. You're force to do an aggressive PvP action, not just take damage.
