Not quite true - the X level Spectre items are better than anything else. The VII's get outclassed but once you can buy the X's there's nothing better.

Sadly Colossus armor is refusing to show up for me, only have Tali's so far. I do have Predator armor for Shepard/Ashely/Wrex/Garrus though which is the second best.
