As already pointed out, the effect currently on the warrior/rogue/monk chest piece is Avatar, something which is, for the most part, useless as anyone who gains admittance to the Plane of Time would probably have or be close to having a 250 attack anyways.

If you consider the three best monk chest pieces from the last three expansions, one notices they all have something in common.

Luclin - Lunar Fungus Covered Tunic.
Velious - Shroud of Longevity.
Kunark - Fungi Tunic (Arguably).

Why not put the same effect on the monk elemental chest piece?

I play a monk, not a warrior or rogue, so I would not venture a guess as to the best effect for those classes.
