For RMXP I could find this, though it looks to be pretty WIP still. Still resembles RMXP more than FFT from the screenshots, haha. Saw a few mentions of a Japanese one, but I never found a link to it.

I don't know of anything "user-friendly" built to make that specific kind of game though.
