Since we're talking about ineffective terrorism prevention... the alarms in the NYC subway system go off quite often, with people either ignoring them, or tourists standing around waiting for some excitement to take place. Cops/MTA staff/etc are typically MIA -- that frightens me.
NYC Mass transit has a neighborhood watch program called "If you see something, say something" wherein you call if you see something suspicious. There's an ad on the subways and trains right now stating that "1944 (?) people saw something, and said something last year." To me, this could mean two things:
Only 1944 people bothered to call in during the entire term of 2006, or 1944 threats were legitimized and handled accordingly. 1944 means just over 5 legitimate threats a day. If these are stats above and beyond day to day NYC crime, that's pretty scary to me.
Either way, that's disturbing.
