Depends on the area and the officer's level of training. Every cop in every jurisdiction isn't given an automatic weapon when they graduate from their local academy.
The tactical capabilities of today's police force is greater than that of any time in modern history, but they are still a far cry from being militarized or a "secret police force".
SWAT and similar groups are the closest the police force has to a true military unit, but their mission is entirely different from your everyday police officer. If SWAT did not exist, the only alternative for high risk police actions would be to use the military, which is forbidden by the constitution.
So I stand by my original statement. The video is garbage as are most YouTube hosted conspiracy theory, OMG the G0vt i3 3V1LL!! videos.
