I'm chalking it up to Interplay being a terrible company for the better part of the past decade, screwing over it's developers and going tits up despite having some incredibly well selling games and licenses, getting evicted from their offices due to non-payment of their lease and so on. And so far as I know, most of the same people are still in charge. I have zero faith in their ability to produce any video game, because they haven't released any in years. And they figure they've got the werewithal to release a AAA MMO title? I just don't see it happening, or being any good.
But you're right, they could shock everyone and hire competent development staff and release a decent MMO. I just think it's incredibly unlikely given their past performance. Interplay has never made a good game itself, it's typically been other studios working for them (mostly Bioware and Black Isle, which I guess was an Interplay controlled company, but they ran that into the ground as well).
