Nos may not be damage, but when you nos your opponent, it kills their tank as well. One nos isn't that much less effective than one blaster when you are comparing how quickly you can kill another large ship. Plus, nos gives you control.
If I had to make a blaster Domi my instinct would be to lay off the shield extenders and fit RSDs instead. Maybe that way you can sucker some poor guy into coming into your web range at least, and you don't have to waste like 5 slots and 3 rigs fooling yourself into thinking you have a tank. |
It's not supposed to permanently tank anything, it's just so you live longer than your opponent does. I got inspired for it off this setup that was posted on scrapheap challenge

Everyone said that fit was great, insane DPS, but I noticed it gives up MWD and tackling to fit the active tank. But you need AWU V and one other shield skill at V to get it to fit at all, and Ancillary Current Routers are hella expensive. I thought I could come up with a way to put a MWD and scram on it and still get the same effect.
