Min frigates are definately all around the best when it comes to pvp, the rifter especially. Its excellent speed and versatility make it good at any roll you want a frigate to fill. Rifter is definately a great ship to start pirating in. Its cheap and good and fast, and perfectly capable of taking out larger ships that arent ready for pvp.
