That's actually pretty common. Usually the publisher will periodically send the publishing-side producer, or marketing people, etc., to the developer. But the only time you see them actually have people setup on-site is if it's in an end-of-project panic mode, where the publisher suddenly realizes the game is really screwed. It sounds like Microsoft decided to pull out prior to that, though.
