The launchers got changed in the last test patch today - 5000 cpu now needed (read: only stealth bombers can realistically fit them).
Also: Stealth bombers are dirt cheap (for t2 ships) at the moment, mainly because they suck long and hard. It's hardly going to break the bank to buy a few and have them sit in a hanger for a few months.
