The way skill bonuses work is that individual skills are additive to determine the total bonus from that particular skill, but then when different skill or module bonuses are applied to a stat, they are multiplied. So, a skill which gives 5% per level contributes a 5% bonus at level I, 10% at II, 15% at III, etc.

If you had three separate skills at levels II, III, and IV all affecting the same stat, it would look like this: stat * 1.10 * 1.15 * 1.20 = stat * 1.518.

Modules are treated as separate multipliers (some are, however, subject to the stacking penalty which will diminish the multipliers they contribute). So, two modules (11% and 13%) added in to the previous example will result in: stat * 1.10 * 1.15 * 1.20 * 1.11 * 1.13 = stat * 1.9040274. This is why cap recharge mods are so powerful, because each one has more and more 'base' value to multiply against and thus has a greater effect than the previous mod. Pretty much everything else is affected by the stacking penalty which keeps things from getting out of hand.
