| I'm guessing thats quality not level.
The different agents each have a set agent level and only give missions of that level so maybe you will need to find a new location when your faction is high enough to start doing level 2 missions
edit ~ and yeah try to get the salvage skill pretty quickly it makes money relatively faster than missions to start with
