| Nah, Harbingers are quite nice. They're somewhat outclassed by the Myrmidon, but basically every BC is.
Minmatar should definitely have the Sabre - I ended up taking two weeks that were originally supposed to be Large Energy Turret V to train for Sabres specifically because they let me zip around with a solo ship that can kill most anything smaller than it.
