With respect, that setup is terrible. As for active vs. passive, it depends on the ship. Ravens are better with boosters. Drakes are the quintessential passive tank ship.
Without getting into the math, the standard pve setup for drakes is 7 heavy launchers, a salvager, 3 LSE, 2 rat-specific active hardeners, 2 SPR and two BCS. You'll need shield upgrades III to make it fit, and if you pump it up more you can throw on an AB or upgrade to tech II variants of various modules.
