I think the number of dungeons was picked to reduce crowding. This was always Brad's response to the instancing issue. People would say "without instancing the there will be waiting lists like LGuk", and Brad would say "not if we have enough content for everyone". Thus the massive world and lots of dungeons and mini-dungeons. The problems are a) they couldn't finish that much content and b) their servers couldn't support enough players to utilize the content. During beta I honestly thought they might launch with only one or two servers because the world seemed so huge it could support a massive number of players simultaneously. The problem is the world can support it but the servers can't. This is why people complain about population and it being hard to find groups and long travel times. If all the areas of the game were swarming with players you wouldn't have to travel across continents to find groups.
