Yea, Civil War is about as heavy-handed as it gets; it's political allegory for first graders. Now, if someone like Warren Ellis had written the whole thing, it might've been good, or at least a bit more subtle.
They could still redeem themselves by killing off Iron Man, Spider-man, the Fantastic Four, and the Avengers too. That would go a long way towards cleaning the shit out of the Marvel universe.
