Skill mods for weapon skills should go in at the same time as skill mods allow skills to go above 252 and not before. If I as a paladin can get a +2hs or +2hb skill mod item, a warrior should be able to use that same item to get the same relative benefit. Anything else is unbalancing. I can see pure RNG and WAR only items with +piercing, but knights should not be able to use it until those classes capped at 252 can go above that with skill mod items.
How do you think most tanks would like it if there was a +25% defense ALL/ALL item? It would do nothing for the tanks, but would cap ranger defense skill and almost cap priest defense. That sound fair?
