There is zero evidence of this. WoW's subs keep going up, up, up, and they would be wise to prepare for the overpopulation we will definitely be seeing in the next few months.
IF subs slow then they'll have to start closing realms. But WoW's total number of realms has multiplied since retail, and its growth shows no signs of slowing. When it does, THEN they can prepare for it; for now I want to see them dealing with queues instead of ignoring them hoping they're a "temporary" problem.
