Yeah, I factored that in. 1-4 Tier 1, then 1-3 Tier 2, then 4-5 Tier 1, then 3-4 Tier 2. I did the T1 4-5 calc assuming 16 in both primary and secondary stats, then the T2 3-4 assuming 17 in both.
