Small-scale PvP tends to have a lot of cruisers in it, and I'd say the most well-rounded cruiser is probably the Rupture because it can vary from long-range to short range setups, and a heavy tank to a completely gank fit depending on personal preference.

That said, that's almost impossible to answer because everyone does PvP differently. To expand, two groups of 10 people might be 10 interceptors, or two interdictors, a covops, a huginn, and 6 sensor-dampening Ravens. Or you might have two Eagles, a Sleipnir, two scorps, and 5 sniping battleships. All of those groups would excel at different tasks.
